In the following scenario, how would you handle the given situation, if you were an admin?

Player #1 is being excessively toxic to Player #2. Leading to both players in side/global chat arguing and in turn leading to hateful and insulting names being called by both parties (hate speech, including but not limited to, racism and homophobia).
Would you determine the severity of punishment by the grade of insults used, or would they receive equal treatment?
What do you personally feel is an appropriate punishment for using hate speech on our network?
